forwarded the names of the officers who had would
issue certificates in connection with the
importation of merchandise packed with
products of the soil. The names forwarded
were those of Captain Mackenzie and Captain Reidy, Assistant Colonial Veterinary Surgeon. The Canadian authorities replied that they
were unable to accept Captain Mackenzie's name.
When protest was made they replied that this
was because Captain Mackenzie had never made
any personal statement to the effect that he
had personally examined the shipment which
caused the trouble in 1925. No such statement
had ever been asked for.
The Governor now appeals to the
S. of S. to take such measures as are possible to persuade the Canadian Government to change its mind. The Canadian authorities certainly seem
to have acted most unreasonably, in the first place in assuming Captain Mackenzie's negligence
without making any enquiries, and then in
allowing their prejudice against him to continue
on the wholly inadequate ground that he did not
make a personal statement which had never been
requested.
I think we should do whatever is
possible, but in the first place this had
better be referred to Dominions Office to say
whether it is desirable to take the matter up
with the Canadian Government, and if so, how far
we may go in protesting.
